Ok will supply from the Atlantic Ocean/supply network move up rivers to a city with a depot?

Do enemy cities and Harbors without cannons stop this process?

Suppose I too Fredericksburg and get cut off from the Alexandria area. IF the city has a depot will I be in supply assuming he has no cannons dug in on the rivers to the southeast, or in the city or habor?
