Partial Conscription Vs Max Conscription

At the start of the war (as CSA) you get to raise conscripts (Partial Mobilization)

the first time you can get like 430 conscripts (if you wait till turn 4 with a little over 200 VP) for 35 VP and 2 MP or you can get (aprrox) 620 Conscripts for 70 VP and 4 MP with Full Mobilization.

I understand you are paying the same price for half agian as any conscripts.

But you have a turn limitation (15 turns I believe) No matter which one you choose, and it seems that CSA is always running low on men later on....

So why wouldn't I ALWAYS take the MAX conscription points whenever available from the start so as to be able to do more?

Does the south have a certain amount of men available and it will run out later? So even if that is true taking them early does what harm?

I have seen in a number of AAR's and Posts that they don't take the Maximum (or in some cases ANY) early.

Maybe I am just missing something here but I can't figure out what.

If I get 100,000 men at the start or 20,000 men every 7 turns what difference does it make (especially if I am going to try and take out the Yanks early)?

Any enlightenment would be VERY helpful.

i've read that before and it has always been my intention to take money, conscripts, ect First turn in June and first turn in December.

However, I don't know if patches has changed rules or not but I DO know that you get a penalty (if you want to call it that) of a certain number of turns before you can do it agian.

The volunteers are like a 5 turn wait...Conscription is like a 15 turn wait on first time (and goes up from there) so if 15 turns is 7 1/2 months and you take it the first week of june for your first time, you WON'T be able to take them agian untill AFTER the December Reset.

Am I missing something?

Have the rules changed (that thread WAS from '06')?

Or is my math imcorrect for some reason?

I'm confused (whats new)!!

After you take the option in early June or December, it should state: "You must wait 0 turns to choose this option again." On turn 1 it is 15 turns until late December. So you can choose conscription once before late December, then it resets to 24 turns, and you can choose it one more time before late December of the next year.

There is a mistake in the message (telling around 4 turns EXTRA left than real)

Also..
You get the maximum from drafts according to NM (this is not reported clearly)
You get the maximum money according to VPs
