Free Army HQ's?

Are you only allowed so many army HQ's at a time?

I made 2 generic HQ's and figured with the free AoNV HQ I would have all I needed for a long while.

But I NEVER got the free one and was wondering if because I made 2 Generic HQ's and had the starting AotP (for a total of 3 Army HQ's in early to mid 62) if I had all the armies I was allowed for that particular time?

Any info would be appreciated

Yep, you only get so many. I'm don't know the rate at which they show up.

As for free HQ's in the Apr 61 game, only McDowell and PGTB show up with one. Not sure about ASJ, as I don't play the rebs.
