I've gotten that message. "Newark militia has been disbanded." I've checked the point concerned - zippo, no other unit(s) there.

* Always mid to late game.
* AFAIK, always locked.
* Usually have a lot of units on the board by then.
Always as Union, which I usually play - not enough time with CSA to know.
