Corps not Forming?

Its January 1862 and I have a lot of Confederate Divisions, a few 3 stars and 2 two stars officer. My divisions are forming fine, but the corps button doesnt work anywhere. I also have two armies established - Army of the Potamic and Tennessee - with a third one standing up in Mississippi.

Why arent Corps forming? I have the latest mod - is it too early in the game?

That would match real history! A great game so far. Although 1861 was spent beating back a MAJOR invasion of Virginia by the Union, far larger than the historic Union push through Mannasas.
