Cloning Officers?

Am playing scenario 3 (two theatre, Apr '61 start) pbem game (patch 1.10b). Have reached late Jan 62. Moved the 62 general pool out of washington to various locations and have attached units to some Generals in Divisions. Now the force pool has reappeared in Washington duplicating officers already in existence, is this a known problem?
