Units don't replace losses

If the units of an entire corps don't replace their losses for several turns, what could be the reason? I have ample replacements of the proper types, the corps is on passive posture, in a friendly controlled region, fully supplied, and to boot sitting on a railway line. Any idea what could be wrong? Thanks. :)

Hi!
Out of a city or structure the losses recovery rate is veeeery slow and will only happen with lost hits.
To regain completely lost elements you will have to be on a depot or level 3+ town.
And if you play with hardened attrition enabled only on depots you will be able to replace full missing elements.
