General promotions

I've played the game through a few times, and I've noticed two things that I wanted to ask about. I don't know if they both count as bugs, or if they are features. I am playing with mods that I downloaded from this site, but I don't know if the mods would directly impact this behavior or not.

1) During one campaign, both a corps commander and one of his subordinate divisional commanders both could be promoted on the same turn. I understood that only the leader of a stack could be promoted. The divisional commander wasn't particularly good, so I saw no reason to take the political point cost on promoting him. So I left him in the stack, and only chose to promote the corps commander. On the very next turn, I got a notes that *both* generals had been promoted, and I had angered the most senior 1* general as a result.

Could somebody else confirm if I am understanding the rules correctly, or if this is a glitch?

2) Does playing with randomized leader ratings have anything to do with promotion eligability? I've noticed through multiple campaigns that some 1* generals appear with enough seniority points to be automatically promoted. They weren't even involved in battles when it happened, so they didn't earn the usual congratulations. It happens often enough that I routinely check my new general arrivals to make sure I don't miss anybody good. I'm basing this on three campaigns, but here is what I have seen:

three campaigns:
George Meade
George Thomas

two campaigns:
Thomas Wood

one campaign:
Phil Kearney
Issac Stevens
Ousterhaus
John Buford
David Hunter

If it is a design feature, I like it. It introduces a random aspect to my corps command structure and it breaks the routine of using the same leaders over and over again. If it isn't a design feature, then I hope Ageod leaves it in the game.

I appreciate any input from other players.

2) has often happened to me when using random stats for generals.....

1- It happened to me a couple of times. If you click on the promotion button in a stack for the stack commander, all the sub-commanders in the stack who are eligible for promotion that turn are promoted default.

2) I have only played with standard leader ratings. Meade and Thomas always arrive with a seniority ranking of 1, which means they can be promoted straight away.
