I got the same thing also. My armies around Washington and my depot in Kansas are in severe problems and Im thinking about quiting despite I have finally managed to pass into 1863.

For AGEOD, I got savegame and log.

I have a sucpicion that this happened after I installed patch 1.06D but I cant confirm it. I cant start the game without the debug says "sysNoReSupply" and then Im just in the start menu.

EDIT: I can confirm that it is the 1.06d patch that causes the problem. I reinstalled the game and started it without the patch (version 1.00) and no problem with supply but once I installed the patch the errorlog showed "sysNoReSupply".

Yes, this is an erroneous setting in 1.06d. Until 1.06e, please switch off the debug level from the Options window.
