I have my US balloon showing up in Hampton Roads I think but is moved to Norfolk.

Hi Gray,
The free balloon unit your receive in June 61 is usually placed with McD at Alexandria (biggest Army, only army HQ). Mine got placed in Norfolk.
I am showing you my ord. file screenshot just to verify my post, your seeing where I am attempting to run to Ft. Monroe. But there is nothing to show in the ord files as the event is the issue. McD is still locked at Alexandria and needs his balloon unit.
