Training Officer Not Working?

Has anyone noticed whether the Training Officer trait is working as it should?

I wrote in another thread about how Samuel Cooper was not training conscripts I attached under him. Now in my new game, I am Union and have McClellan. And he does not seem to be training either. He's been in command of this Indiana brigade with a (conscript) Cavalry element, and turn after turn...no training up as per the tooltip.

Can't say i've noticed any affect from those blokes either.

I have noticed random Volunteer and various Militia units sometimes getting upgraded, though, but i don't think that'd be related (though looking at the events files would suggest they don't start upgrading until 1862, though i'd definitely had KY and MO militia upgrading themselves by Sept. as the CSA.)

Also, has anyone ever noticed units pulling elements from the pool to refill their OOB? That TN brigade that Polk starts with only has the one INF element in it, although i've noted in the tooltip that the full OOB seems to be equal to TN biggest avalible brigade. However, it doesn't seem interested in filling up, even though i've left it in Memphis on passive for several turns, and certainly have purchased plenty of units for the pool.

I set up McClellan to do just that. And nothing has happened for six months.

Polk et al. problem is fixed, this was a bug indeed.

If one of you can send me a save with a trainer and some conscripts, this would speed up the bug hunt :) Thanks in advance.

OK I just realized something interesting. I have Halleck now, and he's leading a couple of divisions...and I noticed that all the untrained conscripts he has are cavalry. He has all regular infantry units, many titled "Vol" which leads me to believe that at one point they were less-than-regular...and Halleck trained 'em up.

But not the cavalry. THATS the common factor I've seen in these cases. with Cooper, McC, and now Halleck. Cavalry is not getting training. Infantry may perhaps be ok.

Strange. I've never seen an infatnry element trained from volunteer to anything. I've had a training officer sitting on 4 militia units for 22 turns now, and nothing.

Hmmm, I'm not sure if TO is supposed to work on Militia; the rulebook and tooltip just say Conscripts. But I could be wrong...

I've been seeing lots of militia/volunteers training up to conscript status even when sitting by themselves in the back end of nowhere. I don't think that's related to the training officer traint.

I think that being tossed into combat may be a contributing factor for this, as most of the ones i've seen do this are in MO, KY, and VA. Granted, one of my favoured CSA tactics is to do a levee en masse in Kentucky as soon as the Union marches in, so that may be skewing the sample somewhat.
