We do not consider the Ottomans enemies. We have buried the hatchet many years ago. Nonetheless, the recent expiration of the Russian occupation in the Balkans has given back the Sultan the ability to decide the future of the oppressed Balkan people. Under a royal act, the next class of conscripts has been asked to come forward in an effort to beef up our armed forces. We shall be observing if the Sultan is indeed the guarantor of the Balkans, especially the Bulgarians who have suffered a lot in the past!
The Sublime Port wishes to express His Imperial Majesty's, Sultan Abdulhamid II., disappoinment for the latest communiqué of His Majesty, King George I.. Here we see Our fears justified, that the London Protocoll of 1830 will only lead to trouble on the Balcans. Our rule has always been a stabilizing factor in an unstable region and will always be.
Thus we declare our deep adherence to the Greek people, both inside and outside our borders. We wish them no harm and therefor want to truly beleive that their last aggressive step was only the display of an ill willing but nonetheless small minority that has the king's ear.
As a display of our peaceful intentions we are not going to answer the Greek measures with idem action. We, at the contrary put our faith into political means as We have done ever in the case of the unrightful administration of Our possesssions in the Mediterranean.
We are calling on the protectors of international right and trade to find the right answer and solution to the current unprovoked measures of the Greek government, especially on our allies, His Imperial Majesty Wilhelm I., His Imperial Majesty Alexander II., His Royal Majesty Vittorio Emmanule II., His Royal Majesty Nasser al-Din and Bey Ismail Pasha.
We recall to Our allies the fact that we guarantee stable relations in the region, lately displayed by the prosecution of Bulgarian bandits who are indeed a severe plague to the subjects of His Imperial Majesty. We conduct to carry this plight despite the harmful burdens and wreckages that had been put upon Us in the past 27 years.
Should Our measures to restore peace to the people of Rumelia in some very few cases have interfered with possions of of Our esteemed neighbors, those responsible will be prosecuted and the injured party be compensated as possible by the means of a fraught country, because Our mind is set on peace.
