Carl Schurz was the United States minister to Spain in 1861. He may have helped raise troops but did he stick around to command them?
In 1.09 he is available throughout I believe.

I think his arrival is an error in date. It should be the same date in 1862, not 1861. This oversight has been correct in the Leader Mod, to shamelessly promote my own work.

Agreed. Lincoln discharged him from Spain after Manassas. He was commisioned Brigadier General on March 6, 1862.
