I think his strategy and offensive rating got switched. I would lower is Pol rating. He had just graduated from West Point and had no military exp and he had no political connections that I am aware of.

I was probably too much impressed by the movie starring Errol Flynn about this guy

A fun movie but about as historical as Star Wars. Flynn can make anything work.
