Charismatic? 3-2-2?

Overrated. This man accomplished nothing, was incompetent, his staff corrupt and bloated, and he was relieved by Lincoln in November 1861.

Yes, I'd say something in the neighborhood of 2-1-1 or 2-1-2.

Slow mover too. He mostly sat in his HQ in Missouri and the only time he took the field the confederates easily escaped him. Jackson ran rings around him in the Valley. I'd raise his political value. Lincoln had to handle him carefully, he was very popular.

Chris, it really looks like you know your stuff. Are you a profesor or something like it? Very nice job on generals. I will learn a lot from you. Carry on, please.

We'll deal with political cost later.

A political general and pretty bad general at that...I guess the CSA's Floyd is pretty close.

I just got done reading about Fremont's performance during Jackson's Valley campaign. Twice Ewell faced off against Fremont with inferior forces. Once Fremont did nothing, and the other he made a very abortive attack with one brigade.

Fremont seems totally without talent. If anyone deserves a zero in the attack category, I would give it to Fremont, over almost anyone else. Zero being, 'no help in attack resolution'.
