Possible Bug?

I've got yet another problem for y'all to solve.

I have a couple one star generals who are sitting with a bunch of men somewhere, just waiting for me to create a division, only I can't. The create division button is highlighted, but I can't create it, even though the commander is active, there are enough elements to make one, I have the supplies needed....all that jazz.

Whats going on?

or not...what's the key command for it? Thought it was the PrtSc thing, but I don't think that did it.

That copies your screen to the clipboard; you'll need to paste it into your graphics program of choice to see (and save) it.

ok, the sad thing is, I now have the pic but I can't put it up here, I click the insert pic, but it says something about the URL and I get lost

I see you have several locked units in the stack. Though I can't say "that's it", can you try moving Lyon out of the stack along with one of the non-locked units, and then try making a division ou of them?
