Naval Commander 25% move bonus

Hi folks, can anyone explain the benefit of the 25% move bonus most naval commanders have? Does it only effect speed of fleet movement or is there any help with evade/detect at sea? Any other benefits?
Does it help in any way with blockades?

Can anyone explain how the artillery trait helps at sea?

the artillery trait does not work in sea battles but for bombardment / passing fire.
