Controlling Louisville

In the pbem I am playing Kentucky went to over to the dark side (the CSA). I had, and have, troops in Lousisville both in the town and in the surrounding countryside.

But if I move my tooltip over the town it tells me that it is an Union objective town, uncontrolled (and a CSA objective town, also uncontrolled). Kentucky went over last turn, so it is not due to me only getting there as occupier this turn... How do I get control of the objective town, if not by placing troops inside?

Playing with the RR mod and the Leader mod.

It is due to your troops being volunteers. Move in some line infantry, and you will start getting the VPs from it.

Yes, you need to have non-Militia units in order to control an objective city.
