Somewhat related to the idea of off map movment.

I don't seem to be able to move any ships out of the great lakes. Is this intended?

This applies not only to ships I started with but to knew ones I build. It is frustrating to build a gunboat in Ohio and instead of showing up on the river, it appears on the lake and I cannot use it.
