Why Can't I Form This Division?

It's May '61 and I want to form up Polk's command as a division. The tooltip shows he's activated but the enable divisional command button is greyed out. It lists the possible reasons as:

1. Not an activated general (false)
2. General already in a unit (false)
3. General is army, corps, or div cdr (false)
4. Not enough assets (false?)

Here's a screenshot. As for the assets, I have a planned balance of 20K, 62 conscript companys, and 77 tons of supplies. I think that is enough?

Also, when checking for assets, planned balance doesn't matter; it's what you have now, e.g. when it comes to conscripts. No conscripts in your pool = no new divisions can form.

3* leaders can form divisions.

The button is not actually greyed out due to lack of assets, so that tooltip is a bit misleading - you can still request the division and it will be created with a leader penalty until you can afford to pay the cost. Lack of assets in this case will be reported in the mailbox next turn. Trust me on this one, I've done it enough to know.

Can other Generals form divisions?

Do you have any locked units in his stack?

Did he arrive this turn? I am finding that generals cannot use the enable division button the turn that they arrive on the map.

I was having the question until the lite bulb went on with the turn arrival. I learn something new everyday in this forum. Now if I could just put it all together and stop bring such a sucko player.

Wow thanks for the excellent responses! I suspect my problem was either lack of assets or turn of arrival.

I restarted my game and was able to form Polk into a division. I did it earlier on the restart and definately had spent less so had more assets.

Something to keep in mind is the artificial limit on forming divisions early in the long campaign. The CSA has no divisions it can form in both early and late April of 1861 and receive their first three in early May of 1861.
After that it climbs to 6, or something like that... Pope is locked in place for the two April turns by default.
A correction here. The only time you can see details for Max/Used divisions is when the Form Division button is lit after selecting a general in the unit box at the bottom of the screen. Mousing over it reveals the info.

This is one of the many reasons IMO to make damn sure you have reserves of gold, conscripts and war supplies- you need those divisions sooner rather than later. Also, your investments will stop without enough gold and war supplies each turn. Yes, it is possible to get along being super aggressive (talk to blackbellamy) but just know that it precludes you from doing certain things you might otherwise wish to do.

More than I few times when I've been wondering why I couldn't form a division with a given leader, I've suddenly realized that the leader in question was inactive (which (as you know) renders him ineligeble for for assuming division command)

BTW, is this a restriction that would sensible to apply to the formation of corps and/or armies?

not for armies, imagine if the AoP can't be formed because Little Nap stay in his bed during 6 months :)

I was having also a problem forming divisions with CSA, I suspect I had reached the limit number because I can´t form any division with any leader, and I do have resources, but since the button is greyed out I can´t know for sure, is there any other way to know?

if you reached the limit, then the tooltip will say that, otherwise it will list the others possible reasons (there are 2 different possible tooltip for this feature)
