Cairo and Alexandria - it's not about Egypt

Only recently did this phenomenon catch my attention. In AACW, you have both Objective Cities and Strategic Cities. Playing soemwhat carelessly in the beginning I took for granted that such cities as Cairo,MO or Alexandria,VA thanks to their location, are by design Strategic Cities. Somewhat later I started to use that button which shows you who controls those cities. Then it appeared that Cairo ,Alexandria et al. aren't strategic. They are just ordinary. How come? Cairo is in the middle of the confluent of three great rivers! Maybe there should be a third city category - Tactical Cities or something? This would explain why in my game Halleck sits in Cairo with a fearsome stack (ships,arty etc.).

:8o: Sooooo, they aren't strategic, it just sucks if you lose them.
