Raids and units raised

When enemy cav makes a raid far behind the frontline you get a message in Log saying i.e" One cavalry unit raised in Florida in response to an enemy raid". My question is where such units are raised in a state? Is it strategic, objective, biggest city or is it totally random? From my experience it seems that in strategic cities, but I am not sure. Can you confirm that?

Mostly Strategic cities or state capitol. In all cases a large city. The regions can be found in the MilitiaReaction file in the DB.
