I am playing by email an april 1861 scenario as CSA, and no matter what I do the Jackson bde is at half strength manpower from the start and never replenish, is that by design?

Shenandoah valley isn't well supplied so you have to move it to a depot or at least Winchester, but the real trick is that Stonewal brigade is ELITE infantry, so you have to buy some replacement in the elite pool, not the normal pool...
