City level

Does city levels change during the 1861-1865 campaign? Since you can indsutrialise a lot during a five year period and get lots of those tiny reports in the Log window about new factories established in city X or Y, I would reckon that a city can go during the war from, let's say, level 12 to level 16. Or will they stay at the same level throughout the game no matter how much industrialisation they get?

City levels do not change during the game. At least I have seen no evidence of such.

I think it is good to keep them as they are : War lasts 5 years at most : this is not CiV5. If you built industries and a depot and a fort in a level 1 city, well it still might not have a hospital or a green grocer...
