I confirmed this by searching for these leaders in the various game event and scenario files. They are not present in the game.
Having completed my fourth April GC game, I can confirm most of your list of Union generals not appearing. In my last game I kept playing until may 1865 to see what events would happen.
I have received Streight (Lightning Mule Bde), Willich (Horn Bde) and Kilpatrick in every game and possibly Dodge in one of my earlier games. The leaders numbered in the 300's appear to be OK, but I have never seen any of the 500 numbered leaders.
