Question about Artillerist ability

Does the 20% bonus apply if the stack is bombarded by naval units? An example would be Huger in Norfolk commanding a stack of artillery against almost constant naval bombardment. Is his ability being used to inflict more hits on the ships or would it be better utilized against ground forces?

Normally the ability affects his own units, so the 'return fire' of his artillery units vs ships would benefit from it
