Union Garrisons Magically Appear

Late January, 1864:

As the CSA, I still control Fort Jackson LA, Fort Marion FL, and Fort Clinch FL --- yet Union units labelled as "Garrison Troops" have magically appeared at all three locations. But since I have them occupied by Confederate troops, these Union garrisons are all parked outside, without support, waiting to die.

Same thing happened to me, kinda. I am playing the union and in early oct 63 all of a sudden I had garrisons outside of the three forts mentioned above. Only problem is I didn't put them there. I am playing with the new beta patch and didn't restart a new game.
