Brigades?

Is there some trick to forming brigades that I'm missing? Or does the game not allow their formation? I saw here in the forum that you can't add a leader to a brigade except the ones that are at setup, but so does that mean that you can't form any?

The units that you recruit are already brigaded and are made up of several elements (regiments, battalions, batteries). So while elements are the smallest unit in the game, brigades are the smallest that you can control.
