Victory bug

Have just finished a game as the CSA, and I'd like to report a bug where the victory conditions are checked before the national war exhaustion check is done. In the game I did have 175 morale points on the previous turn, but when the current turn was being processed, I noticed that the morale dropped to 174, but I still won anyway. Below is the picture of the victory screen, note the morale at 174 in the top left.
