Could this be a bug?

Has anyone noticed that Jubal Early's command rating is minus 2. I form a division with him because in history I thought I recalled him being a pretty decent commander. I now have to put two more one* stars in his division stack in order to avoid penalties.

He probably has the "Skill" that reduces his Command Capacity by -4. That would mean he's best used as a subordinate Commander (commanding a Division within a Corps or Army stack). And yes, he was a good fighter... But i think he might indeed have had a few personality issues (he certainly seems to have been pushing Ewell around at times, but then again that can't be factored into the game).
