New Bern, NC, Harbor Access Problem

New Bern (Beaufort, NC), Lvl 2 City / Lvl 2 Harbor. There seems to be an error with the access to the harbor: It only connects to the Neuss River (shallow water), even though it's adjacent to Pemlicoe Sound. This renders it useless as a harbor, since blue-water units can't use it. Odd, since it was something of a blockade runner haven during the war.
