Red Blinking Target Symbol in the Unit Window

What is this and is it good or bad when it blinks? I've seen it mostly with my navy and it gives a rundown of blockade, evasion, and patrol numbers. I'm not sure what all of them mean, but is the blinking good or bad?

I'm pretty sure it means that the unit's mobility is limited such that it cannot enter some of the surrounding areas. For land units, you will see that when the bullseye is red, one or more adjoining provinces are also red, indicating that the unit does not have enough movement points to enter there.
