Lee not activated

Playimng April 1861 Campaign, I receive the message that Lee is available, but he remains locked, and it is already July 1862, is there a bug?

Check the tooltip when you hover your mouse over Lee's unit (in the unit display, not on the map). It should say why he is locked.

Though, in Lee's case, I think it is tied in with events that can unlock him as well (in addition to the "release-upon-attacked" which I think he starts with); the details of those are unknown to me.

Edit: hmmm.... reading my post, I see it doesn't help much, but perhaps it can trigger some thoughts from those who know more than me

I believe I have seen mentioned before somewhere around here that Lee remains fixed in Richmond into 1862 since Jeff D. kept him there (he only took over the army when Johnston was wounded at Fair Oaks). The same way I think as Winfield Scott is fixed in Washington, but would become unfixed if attacked. (I can't wait! )

Lee stayed locked in my last full game, despite getting the event unlocking him.
