The manual says 3-star leaders have 12 CP. Patterson in the Bull Run scenario has 3 stars, but seems to have either 2 or 0 CP, definitely not 12. I am aware he has the "over-cautious" special trait, but that one's listed as resulting in a -4 CP reduction, which should still leave him with 8 CP? What am I missing? Thanks in advance.

I think CPs are halved if your leader has no command (i.e. Div, Corp, HQ).

So the minuses are applied after the halving for independence? That's just evil!

yes, but the bonus too, so a very good leader (ie one which has a bonus because of a superior mind ) is able to act independently pretty well. Vae Victis for the others!

Yes, I have had negative CP's for McClellan. I had to load him up with balloons and signals.
