Training Officers and Conscripts/Volunteers

I'm slightly confuised about a couple things. When a training officer trains a conscript unit, what exactly does that mean? In BoA it was very clear. Militia trained to regular status. However, in AACW, things ar e a bit mroe complicated. I am seeing militia/volunteer units as well as regular units whose elements read "Infantry (Conscrpit)." Which one of these types will a training officer train up? Or will they do both?
