Industry - Permanent or Temporary?

When we build industry and get those special industries built, do they remain forever, or disapear when funding for industrial expansion is removed? I notice that the newly built factories are listed when industry is funded, but disapear when it is taken away.

Industry is permanent. Any increase due to industrialization will be seen as a message the next turn. Something along the lines of 'an armory has been built in Nashville, +5 War Supplies per turn'. If you go to the economics screen and look at the states, you'll see the numbers go up as you industrialize.

The money and supplies that you invest to increase industry is temporary, on a turn by turn basis. You'll only get new industry on turns where you've invested in Industrialization.

That seems contrary to what I've seen (granted I haven't played a lot yet). I started the grand campaign, and the first turn funded light industrialisation in Wisconsin, which has excellent potential but produces nothing. The next turn messages tell me that Wisconsin produced some different goods, and those numbers show up on the map. I keep the funding, but the next turn I get no messages about production in Wisconsin, and the values on the map are down to zero again. It doesn't seem to be permanent. I could be missing some other aspect though.
