I beat Bloody Shiloh scenario about 1 times out of every 10 I play it.

I reorganize the divisions and corp and none of them have the command malus, but Grant gets beat just about every time I get into a big battle.

Does anyone else have this much trouble?

The tutorial or practice scenarios aren't really meant to win or lose per so, but are intended for practice to become familiar with the basics of the game. All the full scenarios represent much more realistic win or lose conditions.
