I think it is overkill.
I have made a few cavalry divisions but these are of most use late in the war and in the far west.
A leader with 3 or 4 cavalry units is good enough for raiding or scouting. You will seldom want to put all of your cavalry in one unit anyway. 17 cavalry/ horse artillery is a lot. Having a few scattered in the divisions to give balance to the divisions that may lack them is a better idea.
Having one cavalry division per army is more like it. They move fast but they lack the flexibility of a mixed force. Also if you give them supply, which they will need to operate independently, you lose the movement advantage.
As to two stars, why not make them a corps? You have a fixed number of divisions and you can mix divisions in and out of a corps.
