Possible Unit Purchase Bug

Possible bug report:

In my current PBEM game (full campaign as Union, patch 1.15, no mods), I've twice encountered what looks like a unit purchases bug.

In the first instance, I ordered six(!) blockade fleets in New England and the Northeast, bit none of them ever appeared. I did not get a "new units raised" message in the following turn, and the ships failed to show. The money, men, and war supplies were definitely gone. This was many turns ago, and there has been no sign.

I had it happen again in my last turn. This time I ordered four steam frigates, again in New England, and they did not appear. The cost was paid.

All the ports where the ships could have appeared are safely under my control. This looks like a bug to me. I can supply turns if necessary--would these be the turn of purchase or the turn of (non) appearance?
