Its easy to check. Select th brigade or division you want, check your current naval or train transport assets numbers on the top of the screen.
Now click on the rail/naval transport button to load you brigade division of trains/ships and see how many assets it has used

Everything has a weight value. That is how much it costs to transport. A transport ship for example has 20 "points", and can therefore transport up to a maximum of 20 weight.
Depending on the scenario, you may or may not be able to purchase supply wagons. They would be under the support units tab on the F2 screen (purchase units). Some of the shorter scenarios will not allow you to purchase some or all of your units.
