Bad Weather...hmmph

Ok Ok...I get the idea behind the weather angle.

However...

In the winter of '61-62, I lost virtually half of my Union riverine naval forces due to bad weather or lost due to a storm.

Is this common? Is it an annual ritual to buy a new navy each spring?

BTW, I'm currently suffering the entire, and I mean the entire, CSA army attempting to manuever against DC. The combat power rating is approaching 6000...Army of the Potomac, Army of Nothern Virginia, and others all stacked from Charlottesville to Winchester. I think I'm going to get spanked.

Try to get riverine units into port before rivers freeze. Boats sitting out on the river when the river freezes seem to get shoved into port involuntarily with lots of hits against them.

Get them into ports. They can lose a little cohesion each turn (depending on their setting (offensive vs. defensive) during the rest of the year. If they lose enough, then "old man" winter can kill them. Each turn where the weather is bad, any ships not in harbor get whacked (the same way land units do for being in the field). You will see a message saying something like "fleet 1 has taken 3 hits due to weather". Even ships that are in the oceans can suffer damage in the winter.
Remember - The beatings will continue until morale improves.
