Militia cost WS?

One of the things that Grey has been talking about in a couple of threads is making militia cost WS so as to avoid the standard practice that many players have of recruiting every single militia unit they have. Another approach is to make it less likely that militia would convert to regular "line" infantry.

I support this idea provisionally, but I want to make sure that it doesn't make militia so cost-ineffective that nobody ever buys any. If one regiment of militia costs 1 WS, how does that compare to the cost of regular infantry? Militia should be cheaper. Maybe one alternative would be to make militia come in 2-regiment brigades (since they can be so combined) costing 1 WS each.

Both sides recruited a large number of low-quality troops who you might want to penalize as militia or in some other way when they first appear in battle. The USA did more of this, as the CSA had a more active militia system in place which produced better troops, at least at the beginning. I think this is admirably simulated in the game already by the provision of plenty of good brigades for free to the CSA and the greater ability of the CSA to give replacements.

How about increasing the bonus for experience? This would encourage people to buy regular troops since they could start counting experience right from the start (rather than having to wait until they promoted from militia).
