After playing around with the tutorials and some of the smaller scenarios, I'm taking a shot at the April '61 grand campaign. Normal difficulty, playing as the Union. It's now August '61 and things are going reasonbly well but I've run into a few things I don't understand and can't find answers to.
1) I have several named ships in ports (Philadelphia and New York to be exact, organized into fleets) that are not at full strength. But they don't seem to be getting better as they sit in port either. My understanding is that ships in port recover as long as you have the supplies. I have plenty of all types of supplies, but the ships aren't getting better. What am I missing?
2) I have built a number of divisions, to the point where I am now taking a financial hit. I believe I have 14 at the moment. All of a sudden I can't seem to form any more. I have an active commander who when chosen shows that as an option, but the button doesn't respond. I did already create a division this turn. Am I hitting some sort of limit for this early in the game or is it something else?

Thanks for the response Gray. As it turns out the problem with the division creation was an error on my part, mainly as I had accidentally added a locked unit to the stack.
On the naval issue I'm afraid I still don't understand what exactly I need to do. Perhaps I am not explaining myself clearly. I have several ships in large harbors that show things like "17/31" for their combat strength and so on. My understanding from the manual is that they should be recovering in those harbors, and in fact I've had other naval vessels do just that. I moved the Monitor down from New York to Fort Monroe and it lost some of its strength in the process. As soon as I docked it in Fort Monroe, that recovered. But for whatever reason that isn't happening with these other units, which have not done anything since the game began. A close look at them says they are fully stocked with ammo, men, etc., but they don't have full combat strengths. Which makes me wonder if I am misunderstanding something about the naval aspect.

Have you try to put them in passive mode (click on the two green buttons when defining their fighting attitude) ?

Have you had these ships since the start of the game, or did you buy them from the reinforcements screen?
Newly purchased ships take several turns to come up to full strength. If a newly purchased unit is still being built, there wil be a red bar at the bottom of the picture in the units window, and the unit will be locked.

Thanks for the responses. Since these are all ships that I started the game with I guess they are in the category of not having full elements since none show any actual damage. It's pretty confusing to have some naval units be limited that way.
While I've found a lot of information about the game here, in the wiki, and in the manual, the naval aspect seems rather poorly covered. Is there somewhere that goes through that aspect of the game in more detail, with discussion of build strategy and how best to set up the blue water blockade?
