After playing around with the tutorials and some of the smaller scenarios, I'm taking a shot at the April '61 grand campaign. Normal difficulty, playing as the Union. It's now August '61 and things are going reasonbly well but I've run into a few things I don't understand and can't find answers to.
1) I have several named ships in ports (Philadelphia and New York to be exact, organized into fleets) that are not at full strength. But they don't seem to be getting better as they sit in port either. My understanding is that ships in port recover as long as you have the supplies. I have plenty of all types of supplies, but the ships aren't getting better. What am I missing?
2) I have built a number of divisions, to the point where I am now taking a financial hit. I believe I have 14 at the moment. All of a sudden I can't seem to form any more. I have an active commander who when chosen shows that as an option, but the button doesn't respond. I did already create a division this turn. Am I hitting some sort of limit for this early in the game or is it something else?
