Create a new Army

How does one create a new army?

It is late September 1861, I had a message a while back about a new HQ being created in Washington, but there is nothing but the NE Virginia Army on the roster.

I want to get Halleck and Fremont in St Louis to create a new Army, but can't see a way.

You have to buy (build) the HQ in the reinforcements menu. Go to the books on the bookshelf and open the menus. HQ's take time to build. Once you build it you can strategically relocate it to where your generals are or to any region you want.

Yep. The message about "New HQ" being available means that you are now able to build one, not that it has actually been built. (If you had tried to build one before you saw that message, you would not have found one available to build under the Reinforcements/Support tab.)

This really limits the number of Armies available to you in the game, although you will get more with time. It leads to some hard choices.
