Blocking pass through rivers

Now, I know the conditions have been changed several times with the different patches, so where are we now? what are the conditions to block the pass through a river with ships as per 1.11a?

On last patch (1.11d) the situation is like this (according the readme):

- Ships blocking troop passage over the river now have 23% chance per ship to block the passage (of all troops during the turn), up to 90%. Before this was an on/off decision.

About 1.11a... not sure... that's ancient history!
