Effective Raiding or even *gasp* Naval Combat as the CSA

It's mid 1863 and the War of Independance is going quite well for the CSA. The Union is slowly but surely being pushed out of the 13 States.....

Now for some naval action, I've decided to try and destroy (or capture) some Union shipping in the Shipping Box and send 'the raider guy' Semmes with around 20 ships (16 or so steam frigates, 4 frigates) into the box.....

Only to not have him sink any shipping (abstracted) or engage the enemy (in a real battle).

What am I doing wrong?
