Playing CSA, FEL was 39 i December 1861. In January 1862 it is down to 3! Se attachement. Can't be right can it?
This is a rather important issue but I have not been too concious about this earlier.

Which level did you choose for "foreign entry" in your game? If you have chosen some of the ones that make it easier, perhaps that might cause larger shifts than you see with default foreign entry?
EDIT: tried taking a look at your screenshot, but is was impossible to read any of the text. Also, I recommend using gif or jpg, rather than bmp, since that makes for much smaller files, without loosing information (unless you overdo things)
