Solution for entrenchment/static line issue?

I'd like to discuss solutions. I believe the key issue is the size of a town/city, in scale about 1 or 2 pixels of the typical region, and the power of entrenching. I suggest that only the relatively small area of these towns should benefit from the way entrenching works now.

Therefore I propose the follow alternatives for discussion:

1. Simply eliminate entrenching outside of a structure.

2. Keep outside entrenching, but limit it to level 4.

3. Keep outside entrenching, but limit it, for example, to level 1 in 1861, level 2 in 1862, etc. (every historical record I'm aware of says this was a learned activity as the war went on).

4. Keep outside entrenching, but limit it to, for example, twice the experience level of the most experienced troop in the stack.

All of the above keeps inside entrenching as is (i.e. up to level 8 with arty). A side benefit of this approach is to make putting a force inside a town a more attractive option (rarely are troops put into towns by experienced AACW players).

I like a variation of #3. Don't limit the level that can be attained in the early years, but make it take longer. Early in the war units did not dig-in unless they planned to be there for awhile, whereas later in the war, units could (and often did) throw up formidable works almost overnight.
