If only Forts and Ports (not the region, just the port) could be bombarded, then your done, Pocus. That's my 2 cents.

Doesn't that introduce a 'game' where you never know if your opponent has set the toggle to interdict or to be inland? One turn that entenched division is blocking river traffic, the next they are not, and next turn, who knows? That doesn't seem realistic at all.

Again, I think forts and cities only is the cleanest, most realistic way to represent guns situated along the coast.

Well it would have to be a one use only button, either on or off (yes or no). No changing every turn, that would be highly unrealistic.

The only problem with just making it all forts would be if the fort was never intended to take on the navy but just field fortifications for landward defence.

I guess it could be argued these would be normally found outside any city/objective anyway?

I agree that it would be best to make it forts and ports only. And I think in this case I would rather see forts constructed more easily (as per my previous post) and make it impossible to totally destroy land units from the sea or rivers - also toning down the damage done to both sides.

Maybe the amphibious assault penalty could be diminished a little if you have a lot of supporting warships rather than see them directly attack enemy units outside structures.
