Issue with Carroll, IL region

I've noticed my (Union) cavalry units not getting supply while they are sitting in the Carroll, IL region. The supply map filter shows it to be a green region for suppy plus there are no broken rail lines or enemy controlled provinces north of the area, PLUS the Springfield city is just 2 regions away, so I'm curious why they aren't getting any.

Is it that my logistics aren't pushing supply far enough or is this a glitch?

Does the region has a structure that can hold supply?

I figured it out - I hadn't invested in any river transport and my rail stock was crappy too so supply just wasn't moving. I invested heavily in river and rail and it seemed to clear right up.

Gosh I love this game.
